Introduction to Australian RCM Certification

RCM is the abbreviation of regulatory compliance mark Regulatory Compliance Mark, the need to do the main products for telecommunications products, radio communications products and electrical products.
Electrical products are mainly divided into non-regulated and regulated products, because not all products marked with RCM need to be registered for the record. Non-regulated products do not need to register, only the provisions of the Level 3 electrical products need to be registered, including a total of power adapter, vacuum cleaner and other high risk factor 56 categories.
In general, the RCM logo is marked on the product label. The original required number of agents, the new RCM does not need to mark the agency number.

Since March 1, 2013, after the release of this request, there are three years of transition, was March 1, 2016 began to enforce, so manufacturers need to strictly follow the requirements of the implementation of this standard related tests. As a result of the new RCM requirements, different from the previous, in addition to importers will bear the high risk of product quality failure, plus importers need to pay the registration fee and registration fee, so the company can provide this service will be very small.

1.Safety (product safety certification)

Product safety certification consists of two parts: electrical products are classified into the control of the electrical (Prescribed Product) and non-regulated products (Non-prescribed product).
1) Control of electrical products according to AS / NZS4417.2 division, including electric equipment, refrigeration equipment, power tools, spare parts and so on. Three of the issuing units in Queensland, New South Wales and Victoria are the most active in the certification process. The regulated appliance must be mandatory to obtain a Certificate of Approval issued by the supervisory authority and specify the identification (must be marked with a certificate number). The first letter of the certificate number shows which state or region the certificate was issued. Such as:

(1) Q04051 (Queensland Queensland) --- Q Number

(2) W2015 (Western Australia West Australia) --- W Number

(3) V03101 (Victoria Victoria) - ESV Certificate V Number

(4) NSW18099 (New South Wales New South Wales) --- DOFT Certificate NSW Number
2) Non-regulated electrical appliances may be sold without direct certification, but the manufacturer shall ensure that the electrical safety of the product complies with the Australian Standard AS / NZS3820: 1998 (Essential Safety Requirements), and the monitoring department will meet the requirements of the product (Certificate of Suitability). The certificate of the certificate of electrical products can be issued with a certificate number, the final letter of the certificate shows the certificate issued by which state or region, such as:

(1) CS / 431 / Q (Queensland)

(2) CS / 108 / NSW (New South Wales)

2.EMC test (electromagnetic compatibility)

Australia's Electromagnetic Compatibility Compliance Program is based on the 1992 Radio Communications ACT 1992, which covers a wide range of products including motor-driven and heat-generating electrical products, power tools and similar products, lights and similar equipment, Television receivers and audio equipment, information technology products, industrial science and medical equipment, lighting engines and arc welding equipment. The program divides the product into three categories according to the degree of risk of electromagnetic interference, and the second and third products must be accompanied by a C-Tick mark. But regardless of which category the product belongs to, must comply with the relevant EMC standards.
A class of products: only a slight impact on the use of wireless spectrum devices, such as manual switches, simple relays, brushless squirrel cage induction motors, AC power supply / power transformers, resistors and so on. Such products in the production and sales can voluntarily apply for the use of C-Tick logo.
Class II products: products that have a greater impact on devices that use radio spectrum, such as microprocessors or clocked digital devices, rectifiers or slip ring motors, arc welding equipment, switched power supplies, photometric regulators and motors Speed controllers, information technology (CISPR 22) category (from the third category to the second category since November 7, 2003).
Three types of products: products that have a serious impact on the use of wireless spectrum devices, such as industrial, scientific and medical equipment, Group 2 (CISPR11).

RCM certification application process

1. Third-party testing laboratories (eg Depp is a test) to evaluate the product and determine the test criteria to be performed;
2. If the test does not meet the items, the laboratory will rectify the product to meet and meet the Australian standards;
3. Test pass, issued a test report;
4. Submit the test report to the Australian certification body for document review;
5. Australia to approve and issue RCM certificates;
6. The customer can complete the registration of the Australian website on its own or by the laboratory.

RCM certification precautions

1. Products on the need to add a unified RCM logo, pay attention to this requirement is April 19, 2013 Australia announcement;
2. In-line adapter to do RCM certification, to do a random test of the plug;
3. Lamp products: such as T8 LED lamp, fluorescent tube can be directly replaced by the user, the security risk is large, need to send samples to the Australian assessment;
4. Different license time will be different.

RCM certification related applications

(1) If the product has CB and national differences, you can go directly to the Safety Certificate. Coupled with the EMC part of the agent can help out of the announcement. The product can be sold to Australia and marked with RCM Mark.
(2) Safety Certificate: When applying safety part, if the product is direct plug in, you need to do AU Plug Test (Test Standard: AS / NZS 3112: 2004). If the product is Desktop, you do not need to do this test The
(3) EMCReport --- that can be C-Tick Report (TestStandard: AS / NZS CISPR 22: 2002), it can be CEEMC Report.

RCM certification requirements

1. The new decree will be implemented on March 1, 2016.
2. The SAA certification and the C-Tick certification will be phased out and replaced by RCM certification, which covers security and EMC (C-TIck may still be suitable for some low-power wireless products).
3. All electronic products, will be divided into three categories: High, medium, low risk. We do not have a detailed division of the range of information, in general, the battery drive and voltage below 12V products are low risk, 240V standard voltage products for the risk of high voltage products for high risk. The risk of low-risk products is 6 months, the high-risk product buffer period of 3 years (the period is the Australian Association of the proposal, but the specific laws on the government has not yet final confirmation).
4. The RCM certification can only be made by a local Australian company and the company must apply for an RCM number from the Australian Government. Chinese manufacturers and exporters can apply for IEC or AS / NZS reports in their own name, but the report must be submitted to Australian importers to apply for RCM. The application fee is 75 US dollars per product per year (for example, a company in Australia has two trademarks: A and B, he imports exactly the same batch of products from China, one marked with a trademark, B's trademark, which means that you must pay an annual registration fee of $ 150).
5. According to the expert's opinion, since the importer will bear the risk of failure of the product quality (the responsible party), and non-Australian companies can not directly apply for RCM certification. It is estimated that more and more large-scale Australian companies will change in order to reduce costs, by the Chinese production plant to bear the cost of production reports and apply SAA approach. They will tend to designate a certain capacity and prestige of the laboratory, to provide insurance reports and test data, and then by them to apply for Australian RCM certification.
6. In theory, the Australian laboratory can also be used as an applicant to help a company obtain RCM certification. However, according to the expert's opinion, it is estimated that most of the Australian laboratories will take the initiative to take this risk because of the greater legal responsibility. Even if they do, the relevant costs may be higher.

RCM certification cycle, factory inspection requirements

A safety certification certificate and a week after the C-Tick / EMC report, no factory inspection requirements.
